    The Payroll and Compensation Manager is responsible for the administration of all aspects of the business's payroll data inclusive of but not limited to, oversight of processing bi-weekly payrolls for the business, conducting reconciliation audits and interfacing with the business's third-party payroll vendors; developing and maintain job descriptions, FLSA exemption classification, job analysis and compensation analysis processes. The role of the Payroll and Compensation Manager requires that the manager has an ability to maintain the strictest of confidentiality at all times in regard to the business, its payroll and its employees.
    The Payroll and Compensation Manager plays both a managerial and strategic role. The Manager sets objectives, prioritizes workload, and develops and recommends changes in policies, procedures, and methods. These tasks ensure proper control, improvement, and efficiency of the business's payroll function. In this position, the Payroll and Compensation Manager assigns, oversees, and reviews the work of the payroll support staff through hiring, promoting, and conducting performance appraisals. The Manager also ensures that any inquiries received are either resolved or well under way to resolution.


    • Responsible for the management, planning, and execution of payroll processes and systems in order to ensure payroll processing occurs in an accurate and timely manner. Ensuring the accuracy of payroll preparation for the Company and processing, payroll accounting, tax filing and remittance, benefits payments and various special payments


    • Responsible for the development and coordination of business-wide processes and procedures for payroll management to include development and delivery of training new associates, new managers, and leaders on timekeeping and approval practices, as well as, reinforcement/education on payroll processing and system input.


    • Perform a first review of payroll prior to submitting to management for review. Ensuring that payment is made biweekly via electronic transfer to the employees' bank accounts.


    • Prepare and submit the periodic payments and reconciliation to external agencies that have authorization either by the employee or by regulation including garnishments, etc. Assures these payments are made in a timely manner. Provides monthly reconciliation reports to management


    • Responds to inquiries related to payroll and provides guidance on the prevailing laws governing payroll and income taxes, employee benefits payments, garnishments, reimbursement policies and other statutory pay practices.


    • Managing all payroll reports, time sheets, individual attendance and other related documentation, ensuring all data is updated within the organization's payroll system and ensure that the documentation is provided to the file in a timely manner


    • Issues tax documents to all employees


    • Prepares reports by compiling summaries of earnings, taxes, deductions, leave, etc.


    • Determine payroll liabilities by approving the calculation of employee taxes and other withholdings


    • Annual Audit: participate in annual retirement plan audit including but not limited to preparation of pension census report; annual financial audit; workers compensation audit


    • Prepare and assist auditors in worker compensation audit; reconcile finding documents for workers compensation payment


    • Prepare and reconcile funding documents for the quarterly unemployment liability; prepare and reconcile reporting and premium calculation for unemployment.


    • Manage vendor relationships for all payroll systems.


    • Prepares and maintains job descriptions for each position in the organization; ensures descriptions accurately reflect the work being performed by employees


    • Interviews and surveys employees and managers to gather and document job, organizational, and occupational information including duties, responsibilities, and skills required by each job.


    • Assesses jobs and their respective duties to determine classification as exempt or nonexempt and appropriate salary range.


    • Benchmarks jobs against survey data and other market intelligence to determine competitive compensation ranges for each position.


    • Prepares and maintains job classifications and salary scales.


    • Prepares and presents summary reports of job analysis and compensation analysis information.


    • Gathers data from market-based compensation surveys; uses spreadsheet and data analysis techniques to assess results and market trends.


    • Evaluates and implements job analysis instruments and materials.


    • Works with the People and Culture Department on other duties as assigned


    • Four or more years of experience as a manager of a payroll or compensation function or related function in a facility


    • Supervisor experience for a minimum of 3 years of staff members within a functional area


    • Bachelor's degree in accounting, finance, or similar field required


    • Strong knowledge of federal and state tax regulations


    • Strong computer skills and knowledge of MS Excel
