Job Description: Responsible for leading the Material Management
team for large, complex F35 programs. As Sr. Manager, Supply Chain
Management, this professional will perform all necessary duties
required to enable the MMS teams to successfully complete all
objectives required to support F35 programs, including the
management of Material Requirements Planning (MRP) system to ensure
raw material requirements are planned, purchase requisitions are
provided to procurement and executed to support program
requirements. Plans, schedules and monitors the efficient movement
of material from receiving or the warehouse and into the stockroom
to support production and/or engineering development. Works with
procurement to manage lead times with suppliers and manage
schedules for timely delivery. Responsible for Cost Account
Management (CAM), budget management and control, and schedule and
performance parameters. Will interface with many program
disciplines including Program Management, Engineering, Quality,
Legal, Finance, Production Planning and Manufacturing. Will be
responsible for leading team meetings, conducting one on one
meetings with team, and performing all requirements associated with
annual performance objectives including quarterly progress reviews
and annual assessments. Candidate should be a subject matter expert
with in-depth knowledge of Supply Chain and knowledge of project
management who will lead all aspects of the Supply Chain process
from proposal stage through Program award and execution. This
process includes, but is not limited to, the support of
requirements definition, capture strategy, proposal generation,
proposal evaluations, source selections, negotiations, material
requirements definition, material procurement strategy, file
documentation, ensuring compliance to all internal and Government
FAR/DFAR/DPAS/CPSR Procurement Regulations, change management,
invoice approvals, dispute resolution, and close-out
activities.
Essential Functions:
Responsible for managing material cost, schedule, and technical
performance, and ensuring L3Harris and Customer objectives are
achieved, including on-time delivery, exceptional quality, and
affordability with the ability to monitor & assess project issues
and develop mechanisms & resolutions to meet goals.
Collaborate and work effectively with cross-functional teams
(Material Management, Subcontract Management, Procurement, Program
Management, Engineering, Quality, Operations, Manufacturing,
Configuration Mgmt)
Provide timely and accurate Supply Chain updates to Senior
Management.
Plan, develop and implement supply chain strategies for F-35
programs
Responsible for initiating corrective action measures with
Suppliers when necessary and assessing trends in performance to
prevent delays or cost overrun.
Solid experience with MRP concepts and tools, experience with
CINCOM Control, Agile PLM, PeopleSoft, and Kinaxis Rapid Response
is a plus
Manage independent and dependent demands received by Engineering
Material Requests (EMR's)
Work with the program and manufacturing teams to develop master
schedules for end items that will serve as the driving force for
production schedules and customer deliveries.
Where necessary, create / confirm purchase requisitions and work
with procurement team to ensure timely purchase order submittal
Ensure material is planned and available to support program
deliverables
Manage planning factors for both raw and subassembly parts so that
production schedules and our Material Requirements Planning (MRP)
system remain valid and in sync
Ensure proper management of inventory, floor stock, production
orders, and Fast-Trax orders
Seamless integration of Material Management/Planning organizations
in support of Program Management and Business Development within
the F-35 area
Serve as the main Material Management focal point to F-35 Sector
assigned programs
Accountable to Program Manager, Supply Chain Leadership, and
Operations
Responsible to analyze diverse set of issues and challenging
development program(s) changes and communicate effectively to
Program(s) and Supply Chain Executive Leadership
Work closely with Program Management and Technical engineering
personnel, to support high-dollar value proposals
Able to work directly with Technical Team(s) to identify and
improve processes, requirements, and propose changes, to include
Supply Chain risk mitigation strategies with possible cost
savings/avoidance
Utilize ABC inventory strategies and MRP to effectively time phase
material to service cash flow objectives and program schedule
Manage inventories of As-Required and Shelf-Life materials to
minimize cost and waste
Establish, track, and report EVMS performance
Develop strategies, implement plans, and track progress for cost
savings initiatives
Monitor activities against department objectives and submit
performance reports to management
Utilize MRP systems, PeopleSoft financial system, Agile PLM,
TrakStar, RIDS, and Kinaxis Rapid Response
Participate and/or lead projects/teams as assigned
Identify process improvements and facilitate implementation
Utilize MRP reports to coordinate actions, expedite and provide
status to Supply Chain leadership and Program Management
Monitor and reconcile any relevant Supply Chain disruptions that
develop throughout the program lifecycle.
Estimate and manage labor and material budget for program Supply
Chain resources.
Other tasks associated with mitigating and closing supply chain
gaps where required
Qualifications:
Bachelor's Degree and minimum 12 years of prior relevant
experience
Graduate Degree and a minimum of 10 years of prior related
experience
Knowledge of Microsoft Office applications
Knowledge of supply chain processes and MRP concepts and
principles
Experience with Earned Value and EVMS
Preferred Additional Skills:
DoD Clearance is desired, but not required.
Knowledge of FAR / DFAR Requirements
Knowledge of, and experience with, MMAS, SOX, and CAS requirements,
as well as ITAR and EAR regulations
Lean Six Sigma experience.
ASCM and/or ISM certification preferred, but not required.
Excellent verbal and written communication skills are required.
Proficiency in MS Office application, specifically Excel and
PowerPoint.
