MINIMUM TRAINING & EXPERIENCE Associate Degree in Business Administration, Public Administration or related field plus 1 year of clerical administrative work experience, preferably in personnel-related programs or a High School Diploma plus 5 years of clerical administrative work, preferably in personnel-related programs required. Must be computer literate, possessing a strong working knowledge of personal computers to include Microsoft Office Suite. Must possess a valid Florida Driver's License and have and maintain an acceptable driving record. EMERGENCY DECLARATION STATUS Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. Employee may be re-assigned to another position or another department. On an incident-by-incident basis, the employee's Department Head will make the determination when the employee will be required to work and if they are re-assigned based on the needs of the City. GENERAL STATEMENT OF JOB Under limited supervision, performs specialized clerical and administrative duties in the Human Resources Department. Employee is also responsible for assisting with various special programs and for responding to employees' inquiries regarding benefit programs, policies and procedures, and administrative codes. Employee must exercise initiative and independent judgment in completing assigned tasks. Employee must also exercise tact and courtesy in frequent contact with the public, City employees, Department Heads, and City Officials. Reports to the Human Resources Director or Designee. SPECIFIC DUTIES & RESPONSIBLITIES Employee may assist with the following: Assists with recruiting applicants to fill position vacancies; assists in the scheduling and administering of promotional and entrance exams. Interviews and screens volunteer applicants for placement.Completes background inquiries on potential volunteers; keep volunteers informed of the status of their requests. Tracks and records various volunteer timesheets; prepares memos, correspondence, reports, and other documents regarding the volunteer program. Monitors volunteer placements within City departments. Assists with the PAF back-up process. Administer incoming calls to the Human Resources front desk. Assist in disseminating pamphlets and information on requirements, Benefits, and selection criteria. Provides Administrative support for interviews; conducts exit interviews. Responds to salary surveys via telephone or on questionnaire form. Communicates with outside agencies, regarding employment opportunities with the City. Assists with benefit questions and concerns. Assists with, FMLA, and MLA documentation and Short-term Disability claim forms. Assists with scheduling, arranging, tracking attendance, and promoting various Wellness program-sponsored events. Assists with organizing, inventorying, and purchasing items related to Wellness; maintains and updates all tracking logs. Serves as back-up for Wellness Committee meetings and planning, including Wellness Fairs, and Open Enrollment. Assists with the reconciliation and processing of transactions, deposits, refunds, and receipts related to retiree benefits, COBRA, Wellness events, Wellness funds, Hepatitis vaccinations, and Annual Firefighter physicals. Assists with reconciling Gym membership enrollment and invoices. Enters data into HRIS for benefits-related tracking (COVID-19 vaccines or Wellness events, etc.). Scans and redacts employee medical and personnel files for Workers' Compensation. Back-up to the Human Resources Administrative Secretary as needed. Provides support as needed for the entire Human Resources Department. ADDITIONAL JOB FUNCTIONS Essential functions are based on department-wide duties and responsibilities. May perform all of some of the essential functions, depending upon work assignment and Department needs. Performs other duties as required.
