BASIC FUNCTION:
Under the direction of the director of human resources, the Recruiter is responsible for all aspects of the recruitment activities for CCIRH. She/he is also a hospital liaison with local schools and agencies and is responsible for choosing appropriate job fairs and professionally representing the hospital and community. In addition, she/he will determine appropriate cost effective candidate search strategies and mediums, monitor their effectiveness, and make necessary adjustments.SUPERVISORY ACCOUNTABILITY: NoneNATURE AND SCOPE:
This position interacts with the director of human resources, other members of the human resources department, department managers, external and internal candidates, local schools and other community groups where recruiting opportunities may be appropriate.PRINCIPAL ACCOUNTABILITIES:
Supports the mission, vision and values of the hospital.Responsible for working in a safe and protective manner at all times, keeping in mind that safety and environmental hazards are the responsibility of all employees for themselves, other staff members and patients.Proactively initiates appropriate recruitment strategies to attract and retain the most qualified and effective employees through cost effective measures.Focuses on outcomes resulting in filling vacant positions expeditiously.Advertising, screening interviews and all other duties associated with new employee processing and transfers for assigned areas/departments.Coordinates with management and other human resources personnel to ensure the smooth flow of the position requisition process.Coordinates pre-employment schedule screenings for new hires and transfers with employee health nurse.Monitors and ensures timely payment of advertising charges.Consistently ensures references are checked prior to hire.Coordinates applicant interviews.Is familiar with, correctly interprets, supports and assures compliance of organizational and human resources department policies.Abides by, enforces and maintains all matters of confidentiality.Initiates and responds appropriately to recruitment-related issues.Participates in and presents appropriate workshops as needed or requested on such topics as "interviewing", "recruitment process", etc.Recommends appropriate rates for new hires and transfers and discusses with management prior to offer.Coordinates efforts with recruitment, placement, and temporary services:

  • Utilizes outside services only when appropriate.
  • Reviews/revises contracts that meet with CCIRH requirements.
  • Is conscientious regarding budget when fees are charged.
  • Works with immigration attorney when appropriate.Performs other duties as assigned.CORE COMPETENCIES:
    Uses critical thinking skills in all phases of the recruitment process:
    • Demonstrates ability to thoroughly screen applicants for required qualifications.
    • Maintains timely communication with applicants regarding their status.
    • Tracks hiring patterns of each department assigned by utilizing available information (i.e., normal length of time to hire in specific position, advertising history and effectiveness and turnover/exit interview information).
    • Develops a recruitment strategy for appropriate departments.Effectively coordinates the position requisition/advertising process:
      • Communicates recruitment/advertising efforts with appropriate management.
      • Provides accurate information to outside services engaged in recruitment/ placement activities on behalf of CCIRH.Demonstrates strong critical thinking skills when:
        • Explaining and interpreting employee benefits.
        • Discussing problems/complaints with employees and recognizing when to refer them to other members of the human resources department.Demonstrates ability to proactively identify difficult to recruit/hard to fill positions and make recommendations to the manager talent acquisition and applicable managers to obtain desired outcomes (fill position).Analytic ability required in order to gather and interpret data in situations where the problems are somewhat complex.Frequent internal and external contacts. Must have tact and ability to use good judgment when dealing with matters that are often confidential in nature.Must be able to interact with all departments in a positive cooperative manner.Must have excellent communication skills and be able to represent the hospital in the public sector.MINIMUM REQUIREMENTS:
          • Minimum of 2 years of experience in Human Resources, Recruitment or related Cleveland Clinic experience with a focus on sales orientation, customer service, idea generating/innovation, and leveraging networks.
          • 2 years of Recruitment experience strongly preferred.
          • Offset: Associate's degree and an additional 2 years of full- life cycle recruitment and sourcing experience.
          • Offset: High School Diploma/GED and an additional 4 years of full-life cycle recruitment and sourcing experience.
