Job Description:

The Advanced Processors (AP) Enterprise is seeking a Lead, Program Management to lead awarded development programs and IRADs supporting Military Avionics within the AP Enterprise under the Advanced Systems Processing (ASP) Product Line (PL). The individual will report to the AP Enterprise Leader, and lead program teams, including engineering and functional support, to execute development programs focused on electronic systems and equipment used in different types of military aircrafts in accordance with L3Harris processes and procedures. The successful candidate is both strategic and detail oriented, and able to negotiate successfully internally and externally. The position is located in Palm Bay, FL.

Essential Functions:

The general roles and responsibilities for the Program Manager will minimally include:

* Leads program teams and ensures execution with compliance to product specifications, performance requirements, schedules and cost commitments. * Manages programs through the integration of Earned Value Management System (EVMS) processes and procedures. * Drives project / program execution in order to achieve key business and financial objectives for orders, revenue, operation income and cash flow. * Works with customers and programs to determine needs, requirements, and develops new business opportunities. * Partners with Business Development, Sales and Marketing functions to nurture productive relations, collect the appropriate market and customer intelligence and formulate strategies in pursuit, sales and marketing campaigns. Leads and facilitates customer interfacing on development and production/sustainment programs. * Proposal manager for follow-on development, production, and ECPs by leading proposal effort from Kickoff, PCR, Pricing reviews and cost proposal submittal. * Participates in the negotiation of contracts and contract changes. Coordinates the preparation of proposals; business plans; proposal work statements and specifications; operating budgets and financial terms/conditions of contract. * Identifies existing or potential program risks and obtains solutions, such as allocation of resources or changing contractual specifications. * Ensures that all required staffing resources are available for the program. * Participates in and contributes to internal cost, schedule, and technical reporting requirements. * Interacts directly with and fosters an excellent working relationship with customers. * Oversees the generation, quality and timeliness of all written customer deliverables and reports. * Provides leadership in the creation and maintenance of robust customer and subcontractor relationships. * Coordinates with functional managers to ensure proper resources are available in a timely manner to execute project.

Qualifications:

* Requires a Bachelor's degree in Engineering, Business, or another technical field and at least 9+ years of related experience OR a Graduate degree (MBA or technical) and at least 7+ years of related experience * At least 2 years of experience with the Business Acquisition Process while working within an organization handling government contracts * At least 2 years of experience with Earned Value Management System (EVMS)

Must be able to portray compelling reasons for change as Program/Project priorities dictate. * Experience interfacing with customers directly. * Experience supporting and leading proposals. * Outstanding communication via verbal, written, and presentation mediums. Ability to communicate in a thorough, clear, and timely manner supporting information sharing and goal achievement. High attention to detail. * Knowledge of manpower planning, milestone scheduling, financial management and contracts. * Capable of managing and working in an environment that is fast paced and demanding, navigating changing priorities, and experiencing high-pressure situations with a focus on problem resolution and process improvement. * Experience with Microsoft Office products to include, Word, Excel, PowerPoint, Outlook, and Project. * MBA or Masters in Industrial, Electrical or Mechanical Engineering
